RPC providers can place bids on Validator QUIC connections, by signing an offline message with their identity pubkey. If a bid is accepted, the RPC provider is given the IP and port for TPU access to the validator.

Validators claim their accounts by signing an offline message with their identity pubkey, accept or reject the bids, and are provided a staked nodes overrides file which allows the winning bidder(s) access to their stake weight.
